
CHALLENGE
To support its 2030 Net Zero target, Grosvenor set out to develop a comprehensive decarbonisation plan for Liverpool One, a major UK shopping destination. The plan needed to be clear, implementable, with timelines and associated costs. This plan illustrates how Liverpool One aims to meet Grosvenor’s energy and carbon targets, outlining necessary investor funding.

SOLUTION
Savills Earth engaged with landlord and tenants to gather design information and energy data, establishing baseline energy and carbon levels. We identified improvement areas in fabric, building services, and maintenance, and developed corresponding decarbonisation measures. Using energy modelling and insights from other retail projects, we estimated energy reductions and proposed an interventions timeline based on building and equipment age. Our recommendations included cost-free measures for site operations and maintenance. Collaborating with Quantity Surveyors, we produced a customised cost plan for all other interventions.

RESULTS
The study delivered a comprehensive overview of the building’s current and projected energy and carbon performance, alongside a clear decarbonisation roadmap. This included defined actions, assigned responsibilities, and associated cost estimates, providing a practical framework for implementation. The site team has already begun executing several of the recommended measures, demonstrating early momentum. The plan has supported Grosvenor in pursuing external decarbonisation funding, reinforcing its value as both a strategic and operational tool.
