Philip Barnes joined Savills as part-time adviser in 2025. Brings land and planning expertise to help landowners and developers to maximise the value of their land by optimising planning and land disposal strategy.
Philip graduated from Manchester University and worked for Lichfields for 20 years, acting as Head of the Newcastle office and as national lead for housing. During that time he spent 3 years on a part-time secondment leading the Stockton Middlesbrough Initiative, a public funded urban regeneration body. He also spent 4 years as a non-executive director at Three Rivers Housing Association. In 2012 he joined Barratt Developments as the group land and planning director responsible ensuring the UKs largest housebuilder owned and controlled sufficient consented land to meet volume and margin targets. This senior level FTSE100 experience provides valuable insights on how to maximise land value and optimise planning consents. Philip has presented evidence to over 100 public inquiries and been invited to present to 5 parliamentary select committees. The role encompasses, inter alia, advice on the prospects of securing planning consent, strategy for planning applications and appeals, enhancing housing layouts to maximising land value, land market analysis, coaching, mentoring, thought leadership and research.
Philip works part-time at Gosforth Estates, a north-east based property company. His main outside interest is rescuing retired greyhounds and always has two or three in the house.
