Tom Dearing

Tom combines a specialism in climate change impacts with project management of consenting and EIA for major developments, including DCO projects.

Tom's goal is to support clients with the net zero carbon transition for the built environment: both through achieving consents for sustainable development and vital infrastructure, and through advising on carbon management and climate risks.

His climate change work started with a carbon offsetting company in Kenya, followed by more than fifteen years of experience as an expert assessor of climate impacts, mitigation and adaptation for EIA.

Tom's role has broadened to EIA and project management of major infrastructure applications, particularly in the power, waste and water sectors, including managing NSIP applications through the DCO process.

Tom is co-author of the 2022 IEMA guidance on assessing greenhouse gas emissions in EIA, widely recognised as the leading good-practice approach in this area. He has expert witness experience.

He project-managed the successful DCO application and EIA for Thurrock Flexible Generation Plant, for hydrogen-ready peaking electricity generation and battery storage. Other projects include Europe's largest proposed green hydrogen plant, a radioactive waste treatment facility, a novel enzymatic waste digestor, many wind, solar and BESS facilities, and carbon capture plants with megatonnes of carbon benefits.

Tom also has expertise in quantitative health impact assessment, air quality assessment, natural capital accounting and independent carbon verification. 

Tom is based in the Savills Brighton office and lives nearby in the South Downs National Park. His interests include biking in the downs and reading interesting new things.
