The East of England planning team was instructed by care developer and investment manager Simply UK to obtain reserved matters approval for the facility in Rushmere St Andrew near Ipswich.
East Suffolk District Council had already granted outline planning permission for the scheme – but various challenges complicated the new application.
The reserved matters application had to be submitted within a tight timeframe before the outline permission expired, while the team also had to quickly identify the fundamental planning and heritage issues related to the site which meant utilising the expertise of colleagues in Savills heritage and landscaping divisions.
An application on another area of the same outline site to erect 10 dwellings and five retirement apartments caused further issues.
Ian Taylor, associate in the Savills Cambridge office who led the submission, said: “We’re delighted to have secured this positive result for our client which means they can now progress their plans to create this much needed state-of-the-art facility.
“The application was complicated, with a single road providing access to a number of phased elements of the overall scheme, each of which is being brought forward by different operators and builders. This meant we had to balance the requirements of various parties and demonstrate a workable phased development process to reduce the impact on the surrounding area.
“We were also very grateful for the support of our colleagues in the heritage and landscaping teams who were able to put together comprehensive impact assessments very quickly in response to the tight timeframes.”
The East of England planning team is now working on the discharge conditions for the application as the development moves forward to the construction phase, Ian added.
Savills was assisted in the application by ADG Architects who played a fundamental role in the project, providing the necessary supporting drawings and plans for the submission.
