CHALLENGE
NHSPS wanted to understand what environmental legislation existed and how requirements translated over different building types and how these needed to be adhered at a site level. The following specific requirements were outlined:

  • Establish/Update Environmental Legal Register;
  • Validate if route to compliance varies across NHSPS building types;
  • Define route to compliance at each building type.


SOLUTION
Following preliminary discussion with NHSPS, to better understand their environmental aspects, processes and procedures, a legal register was produced including: each piece of legislation summarised, along with a brief description of the main compliance requirements, regulator details and a rating describing the applicability and nature of the requirements. The register covered the following topic areas:

  • Air Emissions, Air Pollution and Noise
  • Energy, Transport & Carbon
  • Hazardous Substances
  • Planning and Land Use
  • Waste
  • Water
  • Biodiversity
  • Other Requirements
  • Upcoming legislation


Using the findings from the compilation of the legal register, an Evaluation of Compliance Audit template was created. Site visits were conducted at one of each building Tier type (3 site visits in total) to test the audit template and identify compliance trends. Site visits included a site walk around, interviews with site staff and documentation reviews.

RESULTS AND OUTPUTS

  • 3 compliance health-check reports i.e. 1 for each site visited
  • A tested environmental audit template ready for wider roll-out.
  • Identification of compliance trends and prioritisation of required procedures and process.
  • Fully drafted procedures and polices covering: Pollution Prevention and Spillages; Water Efficiency Management; Refrigerant Management; Energy Management; and an Energy Policy.

Savills Sustainability Team not only met all of our requirements, but also demonstrated a real understanding of public sector and NHS operations and culture. Site visits were conducted with care and a personable and likeable touch with site teams. All outputs were of a high quality and are being used to steer our work on environmental management. Tanya, as project lead, showed excellent levels of attention to client care, quality and accuracy of outputs.
