
CHALLENGE
As London’s skyline continued to evolve, there was a growing need for a clear and consistent way to manage important views across the city. The challenge was translating broad planning policy into actionable, detailed guidance that balanced heritage protection with future growth. Our approach ensured we managed change without sacrificing what makes London, London.

SOLUTION
Working in close partnership with Miller Hare and the Mayor’s office, we shaped the first draft of the London View Management Framework, ensuring that key city views are protected for future generations. Our collaboration with a GLA steering group turned London Plan policies into clear, usable guidance. We also carried out detailed fieldwork to identify key viewing locations and assess their quality.
Beyond analysis, we played a central role in developing the planning tools themselves—helping define how views should be assessed, protected and managed. We co-wrote and edited the guidance and supported stakeholder consultation across London.

RESULTS
Our work established the foundation for a stronger framework. Through further development, the guidance evolved into today’s standard, delivering a unified approach to managing London’s views while supporting the city’s continued growth.
