    Housing and Growth – Ministerial Statement 6 September 2012

    In a much-publicised statement to Parliament on 6 September, Eric Pickles reiterated the Government’s objective to get the economy growing and to ‘create the conditions that support local economic growth and remove barriers that stop local businesses creating jobs and getting Britain building again’.

    The package outlined includes matters under the following headings, including additional funding measures and legislative changes to the planning system.

    • Increasing investment in the private rented sector
    • Affordable Housing Guarantees and tackling empty homes
    • Helping first time buyers
    • Getting surplus public sector land back into use
    • Reducing planning delays
    • Reducing the cumulative burden of red tape
    • Supporting locally-led development
    • Getting empty offices into use
    • Helping homeowners improve their homes

    The headlines have since been grabbed by the intention to consult on increasing permitted development rights for householders - to allow development without planning permission. At the time of writing no such consultation was yet published.

    Some changes have already been introduced, including:

    • Allowing an increase from a single to two flats over A1/A2 (shops / financial and professional services) as permitted development. From 1 October 2012.
    • Allowing replacement of extant planning permissions granted up to 1/10/2010. From 1 October 2012.
    • That planning decision notices will include a statement ‘explaining how, in dealing with the application, the local planning authority has worked with the applicant in a positive and proactive manner based on seeking solutions to problems arising in relation to dealing with a planning application’. From 1 December 2012.

    These are interesting times to keep up with the Government’s planned changes to the planning system and there will be opportunities for developers to take advantage. Savills is keeping abreast of developments and our local offices will be happy to explain the changes as they emerge.

    Savills Self-Build & Plot Solutions launched in Scotland

    Savills Plot and Self-Build Solutions, a new Scotland-wide service, was launched at a pilot event in the Perth office on Wednesday 29th March.  It was attended by a mixed audience including landowners with plots to market, developers looking at different ways to deliver small sites, and individual clients who aspire to create their own grand designs.
