    New Senior Team at DEFRA

    Although Caroline Spellman’s days were arguably numbered after she had to withdraw proposals for the future of public forests in early 2011, it was a shock to many to hear that Jim Paice had also been replaced in the Prime Minister’s end of summer Cabinet reshuffle.

    The DEFRA team has arguably become more livestock-oriented (as it often was in previous administrations) and the new ministers’ views on GMs are not yet apparent. It will be interesting to see whether party political differences come to the fore.  Their appointments are unlikely to change government policy significantly; they are known for their ability to deliver existing policy rather than redefining policy.


    SECRETARY OF STATE FOR ENVIRONMENT, FOOD AND RURAL AFFAIRS:
    The Rt Hon Owen Paterson MP
    Owen Paterson (Conservative) represents a rural constituency in Shropshire but does not have an agricultural or scientific background, although his family tanning business uses by-agricultural by-products. He has, however, had experience while in the Shadow Cabinet of working on agricultural policies, particularly bovine TB.  Conversations with journalists since he took office suggest that he is anti-direct payments and (unlike his predecessor) more sceptical of support for renewables. 


    MINISTER OF STATE FOR AGRICULTURE AND FOOD:
    David Heath CBE MP
    David Heath (Liberal Democrat) has replaced Jim Paice and although, like Owen Paterson, he presents a rural constituency (Somerset) he has little direct experience of the agricultural industry.  However, he does have a scientific degree and has had front-bench posts in agriculture.  Two facts that may shed some light on his outlook on his current role: he was Parliamentary consultant for the World Wide Fund for Nature and used to breed pedigree Tamworth pigs.
